Former fast-food manager in Bucks County gets jail for providing drugs, alcohol to underage workers

A 33-year-old former fast-food manager was sentenced Wednesday to 11½ to 23 months in prison after he pleaded guilty to providing drugs and alcohol to underage employees and pleaded no contest to indecently assaulting two 14-year-olds, Bucks County District Attorney Joe Khan said.

Richard Mark Brooks, formerly of Freehold, N.J., pleaded guilty to possession with intent to deliver a controlled substance, corruption of minors, selling or furnishing alcohol to a minor, distribution of a small amount of marijuana, and possession of a controlled substance, Khan said.

President Judge Raymond McHugh ordered Brooks to be designated a Tier 1 sex offender, subject to mandatory registration for 15 years, Khan said.

Under Pennsylvania law, there are three tiers for sex-offender designation, with Tier 3 designations for the most egregious or violent sex offenders.

“This defendant preyed upon young workers, abusing his supervisory role to exploit their trust and expose them to harm,” Khan said in a statement.

The case was prosecuted by Assistant District Attorney Victoria Pollock.

“No one, especially teenagers, should ever have to fear being assaulted in their workplace. Thanks to the brave victims who came forward and the work of our law enforcement partners and ADA Pollock, this defendant is being held accountable for his predatory behavior,” Khan said.

The investigation began in April 2025 when Plumstead Township police received a ChildLine report that a juvenile employee allegedly was being groomed by the general manager at the Saladworks on Swamp Road.

The case was jointly investigated by the Plumstead police and the Central Bucks Regional Police Department.

Detectives learned about similar conduct from 2020 through 2024 involving underage employees at both the Saladworks and a Wendy’s on North Main Street in Doylestown Borough, Khan said.

Brooks regularly provided underage employees with alcoholic beverages, medical marijuana cartridges, nicotine products, and his prescription Adderall, Khan said.
