The timing stems from City Manager Kimberly Bizor Tolbert’s “call for concepts,” an effort seeking ideas from the public that could help determine whether City Hall is renovated or relocated.

The deadline for submitting proposals is Sunday, and the city now says that because of the “voluminous amount of information,” details will be released no later than May 14.

The Dallas Morning News filed two open records requests on April 17, seeking all submissions tied to the City Hall concept process.

City officials initially asked the attorney general’s office to determine whether “some or all” of the records could be kept confidential under the Texas Public Information Act.

By Thursday, the city reversed course, withdrawing that request and determining the information is releasable.

Tolbert launched the initiative April 6, inviting developers, planners and residents to pitch visions for City Hall and roughly 20 to 30 acres tied to the expansion of the Kay Bailey Hutchison Convention Center.

Within a week of opening the process to the public, the city had received 267 submissions, city spokesperson Rick Ericson said April 13. 

It comes as the City Council debates whether to invest in repairing the building or move and pursue a broader redevelopment strategy for the prime downtown stretch.
